NCIC itself has been mainframe since back in the 60s (I believe) and under CICS since 1999 when the "new" system was implemented. Certainly, we have younger programmers onboard (boy, that gives my age away I guess) that were familiar with Unix in general. Several other large systems here use HP/UX already. The FBI is certainly sensitive about costs (after all we did reject Websphere Message Broker as a way of doing our XML POC), but this system is the premier law enforcement system in the country (and probably the world) and is not cheap to run.
