It might be worth trying to boot with the cio_msg=yes kernel parameter.

If you can find messages like "Detected device xxxx on subchannel
yyyy..." for your devices and later "SenseID: unknown device xxxx on
subchannel yyyy", this means that Linux can see the device but can't
talk to it (this could indicate a cabling problem or such). If you
don't even see the "Detected device ..." messages, this means Linux
can't even see the device (you should make sure it isn't included in
any cio_ignore= statement).
