I checked the gpg sources and the answer is no. To utilize crypto hardware
on z (CPACF or crypto cards) you have to call functions provided by libica.
libica is available with the openCryptoki toolkit. Alternatively you can
use openssl or openCryptoki which are internally also using libica for
hardware acceleration.
gpg has its own code to do RSA, AES, DSA, ... calculations. Hardware
acceleration is done by using platform dependend code for multiple
precision integer calculations which is not available for z.
