OS/2 ftp servers are very likely to fail you, because the client program needs to parse the listings to discover what files are available. Unless you use a third-party ftp server (Peter whatsit from Newcastle Uni in NSW had the best one, but that was long long ago).... If you really must serve it up from OS/2, see whether you can track down and OS/2 build of Apache.
