We start it 'via the shell' at boot time with the init.d runlevel processing.  
I can't say as I've had any experience with Webmin but I find it
interesting that there's a problem open on a perhaps similar experience. Much 
like our reported problem with tracepath over a hipersocket network
reporting incorrect MTU information, that took many many months to get a patch 
for - and even then I'm not sure the patch is GA yet.

As to the issue I was having, I believe I know when things happened, but I'm 
not sure I can ever explain what - circumstantially it corresponds to
when someone puta bugzilla instance up on that machine (Which is why they 
discovered the problem - bugzilla was not working cuz apache puked). If
libapr got clobbered around then, I wouldn't have seen a symptom for about 8 
weeks. That we saw this earlier than that is just dumb luck.

How did you try to start it via a shell?  And what does this have to do
with Jim's problem?

I have been having this problem for a long time and Novell has done
nothing about it.
I can start apache from webmin. It is fine.
But I can not start it from the command line. Is root shell somewhat
different to the shell webmin uses? There seems to be nothing wrong with
Apache2 per se. We even uninstalled / reinstalled Apache.
The problem with Novell was pending when I left my previous job.
Novell support is certainly wanting on many SuSE issues!
