Simply my experience working in a large mainframe outsourcing shop who
looks after a whole lot of large customers :-)
The typical mainframe support organisation tends towards a policy that
minimises home grown custom code, simply for cost reduction in maintenance.
The general attitude is that such support should be done by software
vendors as that's what they get paid for. If such organisations were to
compile their own code then they would have to maintain it with
security/integrity fixes, etc by applying their own patches. This is
typically more effort and therefore higher cost than getting for instance,
a distributor, to do it.
