It works.   I can now issue "vmcp send monwrite monwstop".
However,  I can't issue the following:
# vmcp send operator force monwrite
HCPSEC068E SEND command failed; receiver has not authorized sender
Error: non-zero CP response for command 'SEND OPERATOR FORCE MONWRITE': #68
