So why am I not seeing/getting SP3? What specific entry in the patch list would
BE SP-3. Nothing leaps out at me

It's done exactly the same was as before, but instead of going against
sdb.suse.de, you have to use your Novell Portal userid and password, and go
against you.novell.com. Now, with the advent of SLES10, all that changes, and
things get even murkier. :(
