I'd tend to agree, but it may be a solution to a political problem (ie,
not permitting direct connections to mainframe (defining mainframe =
z/OS as many less informed policy types do) or some such rot). 
Routing it through Linux would also give some easier-to-configure
controls on who can connect; it's possible to implement such on z/OS,
but it's not easy, and few network engineers know how. Most know how to
cope with and manage Linux iptables. 

In either case, DB/2 Connect on Linux isn't going to help him without an
application to serve the data.
