OK I'm a little(some will disagree and say alot) dense
but I don't see the kernel line. Here is my
zipl.conf:

[defaultboot]
    default = ipl

[ipl]
    target = /boot/zipl
image = /boot/image
ramdisk = /boot/initrd
    parameters = "root=/dev/dasda1 selinux=0 TERM=dumb
elevator=cfq"

[dumpdasd]
    target = /boot/zipl
    dumpto = /dev/dasd??

[dumptape]
    target = /boot/zipl
    dumpto = /dev/rtibm0
