MODULES_LOADED_ON_BOOT is SLES specific. ON RHEL you should use 
the procedure described in 
http://www.redhat.com/docs/manuals/enterprise/RHEL-4-Manual/sysadmin-guide/s1-kernel-modules-persistant.html

so
# echo modprobe vmcp >> /etc/rc.modules
# chmod u+x /etc/rc.modules

should do the trick.
