Turned off nscd and cannot authenticate to NIS. Userid is noot in local passwd file. If I add him back, then I can logon using the local password but not the NIS password.

Without nscd, every request will cause a trip back to the server for data. Nscd's purpose is to shortcut these requests, speading up your system and cutting down on your network traffic.
