Yes, but...that's an impossible line to draw: is an IE bug Windows or an app? (Yes, MS has control over IE, but is it part of the OS or not? And yes, this one HAS been thru the courts!) How about the bug where graphics could have malicious code in them? Again, if IE isn't part of the OS, then that bug isn't part of the OS. What about an Office patch?
