It includes the z/VM 5.3 System Management APIs, yes.  The prior versions
of SMAPI are TCP/IP (RPC) only.

It is not, however, suitable for connecting to the VM TCP/IP stack a la
CMS.  For that, z/VM 5.3 includes an open-sourced AF_INET socket
redirector for Linux, aka "vmsock".
