Thanks for bringing out some interesting issues to consider. Up to now, the "PIN" (really a default password) has been a portion of the user's SSN. Now, because of regulations such as FERPA and HIPPA, we have to eliminate the use of any portion of the SSN. So, we have to come up with a new "secret" initial password and then somehow communicate this to several thousand prospective students who are not physically on campus. (In fact, many students are "distance learning" students who may be thousands of miles away.) We also are being required to enforce stricter password changing policies by our auditors. So, it makes sense to implement this as a single "self-service" packet. I see lots of other colleges have implemented similar things (noted on their web sites)....so, we are just trying to identify commonly used methods/products.
