I want to thank everyone for their contributions to this discussion. For 
now I'm going to be using the low tech solution of an excel worksheet but 
will be hosting it in a Lotus Notes Teamroom which provides locking to 
prevent multiple individuals from updating it at the same time. I've setup 
the worksheet with data validation so that columns 1 to 5 are validated 
and then it is easy to sort to see the next sequential host number 
(positions 6 to 8) to assign. It is also easy at that point to filter and 
sort again to find the next available IP address (as our servers can't use 
DHCP but require static IP address assignments).

At some point in the future a CMDB should be available that will obviate 
the need for this (or so I've been told but I'm not holding my breath and 
suspect the excel worksheet will be around for a very long time).
