Troy ... Dave Jones mentioned 'resize2fs', which I also would recommend, IFF the portions of the new disk are "blocked" (that is, if they are low-level formatted). When you resize and begin to use blocks beyond where things lived before, you just need to be sure that the new region of the disk is formatted as 4k blocks.
You will also find that 'resize2fs' of the root demands that you to be in single user mode, which the Linux/390 distros support with varying degrees of difficulty.
