That was a (fairly incomprehensible) decision by Tivoli that had nothing to do with FICON tape support continuing or going away. I suppose they thought they could drive a lot of hardware sales, but all they did was immensely limit the adoption of their own software. Not that they've ever let that worry them in the past...
