I don't think you're supposed to manipulate the numbers yourself. I think what you want to do is to put nfs in Required-Start line, if it is required. To be last - you might want to put "dbora" in there as well.

If you want it startup last, rename the symlink to be S17oracle. If you want it stop first, rename the symlink to be K01oracle.
