Yes, it is. It is one reason why one "Open Systems" storage administrator was not allowed to touch our z/OS system, despite his insisting that "I know z/OS storage management!". When asked about this parameter, his answer was to always use NOVERIFY because it was too much trouble to change the control cards to specify the actual volser on the volume before initializing it.
