Yes, it is. It is one reason why one "Open Systems" storage
administrator was not allowed to touch our z/OS system, despite his
insisting that "I know z/OS storage management!". When asked about this
parameter, his answer was to always use NOVERIFY because it was too much
trouble to change the control cards to specify the actual volser on the
volume before initializing it.

Of course, my off-to-the-side remark to him that if he did anything to
harm my z/OS system that "they wouldn't even find the body!" may have
had something to do with his cooling off.
