under SLES10 this can be achieved by modifying 
30-net_persistent_names.rules under /etc/udev/rules.d.

Under SLES 9 you can use persistent names in a different manner, for 
example:
g73lpar4:/etc/sysconfig/network # cat ifcfg-qeth-bus-ccw-0.0.f500 
BOOTPROTO='static'
UNIQUE=''
STARTMODE='onboot'
IPADDR='10.0.1.105'
MTU='1492'
NETMASK='255.255.0.0'
PERSISTENT_NAME='intranet1'
Now you can use intranet1 like ethx, for example ifconfig intranet1 
........
The persistent name can be anything except ethx.

Since you are using z/VM you could also use the same addresses for the 
network devices on all guests,
for example:
att 1150 to guest1 as f000
att 1250 to guets1 as f100
att 1350 to guest1 as f300

att 1151 to guest2 as f000
att 1251 to guets2 as f100
att 1351 to guest2 as f300
f000 will be eth0, f1000 will be eth1 etc.
