You edit /etc/ssh/sshd_config so that PermitRootLogin no is specified, instead of the (usually commented out) default of PermitRootLogin yes Note that this won't stop anyone from logging in as root on the console. I wouldn't recommend you do that anyway, so I won't go into how to do it.
