We found the problem. The file did not completely transfer from my PC to VM. Dave Jones was kind enough to send me the record count from his file and that clearly showed that I was missing several meg. I re-transfered it and then it unpacked with no problem.
I have no idea why VMARC would act like that. It basically looped on the file for hours, taking up huge amounts of CPU. Thanks everyone for the help.
