RPM shows the following:

S.5....T    /usr/share/cracklib/pw_dict.hwm
S.5....T    /usr/share/cracklib/pw_dict.pwd
S.5....T    /usr/share/cracklib/pw_dict.pwi

The files are there but they are zero byte files.  There is also
a cracklib.magic file that has data in it.
