I think you are referring to the 32-bit kernel that was discontinued (for all 
platforms, so also for z/OS). A 64-bit for kernel 7.10 does exist.

you are referring to the SCS (SAP Central Services = Enq/Replication
Server for High Availability), the actual SAP Application Server
(64-bit) does _not_ exist for z/OS, trust me on this ;-)
