Is this a minidisk, or a dedicated volume? If it is a minidisk, then the dasdfmt command won't make much difference since it won't be writing to real cylinder 0. The z/VM CPFMTXA command will be the only thing that will write to real cylinder 0 in this case. If it is a dedicated/attached volume, then the dasdfmt command will be writing to real cylinder 0, and there's some sort of problem to be reported if it's not doing it correctly enough for FDR to process it.
