You don't have to put anything into /etc/zipl.conf, if you follow my original 
suggestion:

If you really want to put something into /etc/zipl.conf, I would duplicate your 
"ipl" entry, rename it to "singleuser" and add the character 1 (numeric one) to 
your kernel parameters for that entry.
