I guess the question is really what you mean by manage. Do you just want
one console for VM with everything there, or do you need individual
visibility into the different systems?

If you want one summary display on one screen, then a VM:Operator
instance on one machine fed by PROP instances on the other machines
works OK. You could do IBM Director if you want GUI and want the VM
stuff in with the distributed stuff. You could use the multisystem
support in PerfKit to have a menu of systems and be able to connect to
any of them from one terminal as well as route events (PerfKit basic
mode makes a really nice scrolling ops console, and it works nicely over
IPGATE). You could also do some PVM automation, which has some
interesting possibilities if you do CSE. 

I think I'd need more info on what problem you want to solve/do.
