I say I say I say, what's this?
"To request access to this tool, please e-mail the Chiphopper team with
your request. While we are completing our download site, we will send
you the license information by e-mail and, after you have agreed to the
it, we will send the code package. "
** I ** would say that, having signed up a couple months
ago for this access, and having read all the agreements
closely(there are several) to qualify an application, and finally
having worked on the PPC64 and zLinux platforms to identify
(and resolve) some issues in our application:

that I hereby declare the Chiphopper team to be friendly,
knowledgable, responsive, and 'all around nice' people to deal
with. Highly recommended, and my firstborn is still
unencumbered ;)
I'm sure they are nice folk, most are.
The free root level remote access provided (through ssh) to an
instance, permitted us to solve some issues on getting to the
RTC on the zLinux environment, and to identify an issue in the
64 bit compile of our application.
If IBM is offering access to its systems, that's something that I didn't
see when looking at the document, and in such a case some kind of
exchange is in order.
For mere access to free[1] software, free software users don't expect to
have to agree to anything. Click-through agreement to the GPL has no
consequence one way or the other[2]. The GPL applies to distribution,
not to usage.
