I went to the Regina site and downloaded the source RPM -
Regina-REXX-3.4-1.src.rpm
Use RPM to install the source  rpm -Evh Regina-REXX-3.4-1.src.rpm  This will
create
/usr/src/packages/SOURCES/Regina-REXX-3.4.tar.gz
cd to that directory
tar -xzf Regina-REXX-3.4.tar.gz   - this will create
/usr/src/packages/SOURCES/Regina-3.4 - this is the source directory
cd to that directory
./configure
make
make install

For rexx - download THE-3.3B3.tar.gz
>From /usr/src/packages/SOURCES  untar THE-3.3B3.tar.gz
this will create /usr/src/packages/SOURCES/THE-3.3B3
cd to that directory
./configure --with-rexx=regina --with-ncurses
make
make install
