That appears to have been a bug, but not in the way you would hope:
yast2-http-server offers ruby, but apache2-mod_ruby was dropped 
https://bugzilla.novell.com/show_bug.cgi?id=413523

The resolution is "mod_ruby removed from wizard in yast2-http-server-2.17.3."
