If you have an entry in /etc/hosts it should work if DNS is down. In fact that is exactly why it is recommended that you have an entry in /etc/hosts. It makes no difference if the entry in /etc/hosts is a 127.* address or the actual IP address. Both should work, even if the network is unplugged.
