I can do a netstat on our z/OS system and all of the DB2 for z/OS subsystems are listening on some ports we defined. I can connect directly to DB2 from say, a WebSphere server on Linux box using a Type 4 JDBC driver. So if it you have the right driver (don't know what exists for PHP on Linux besides what others have mentioned) and right DB2 on z/OS setup, you can go straight into DB2 without needing something like DB2 Connect.
