Linux runs just fine on GP engines. However, you have to license any software that is licensed by engine, on all GP engines. Bad news if you are sharing many GP engines with z/OS for example.
Also, any 390 software that is licensed based on tiered processors, isn't too good, as zLinux will end up competing for 390 cycles. But given you have sufficient "white space", not a problem. Some shops have picked up used GP only boxes, and run zLinux just fine, without any software pricing concerns. In effect, IFLs are really just a marketing/pricing thing, so your 390 software isn't charged for any zLinux cycles. But if the load on your GP engines forces you into buying more/larger engines (which tend to inflate the 390 software charges), it is time to look/buy IFL engines. The same considerations goes for zIIP, zAAP, zOOP <G> engines. You don't have to buy them, but there can be cost advantages in doing so.
