I would have to say no, since you're using smbfs instead of CIFS.  But, these 
entries were in the change log of the 2.6.16.60-0.31 kernels:
* Mon Sep 15 2008 - [email protected]
- patches.fixes/cifs-fix-O_APPEND-on-directio-mounts: Fixed context
  to apply correctly.

* Mon Sep 15 2008 - [email protected]
- patches.fixes/cifs-fix-O_APPEND-on-directio-mounts: cifs:
  fix O_APPEND on directio mounts (bnc#425998).


That looks like the fix IBM is talking about.  The RPM was built on October 8th 
of this year.
