Ray, I've never seen the EKM product, but if you're having trouble getting it to run, then you need to verify that the 64-bit JRE (vs. 31-bit JRE) is appropriate for that particular application product. JNI code written for one bit-ness of JRE often (usually?) won't work with the other bit-ness of JRE.

In the manual EKM User Guide GA76-0418.pdf, there are instructions for installing the EKM Java Code for Windows, HP-UX Sun and z/OS etc, but not for LINUX.-390. The only info I have found is the SDK/JRE downloads. Will this EKM run under LINUX-390? It should. We currently have the EKM software running under LINUX under a WINDOWS server. I want to change the EKM to run under LINUX on our MF and have hit a road block. Any help would be appreciated.. Does anyone have any experience with this EKM software?
