Alan,

Just to be excruciatingly clear, what constitutes a "new user" who gets the new 
one, when previously that user had been accessing the old version?  Re-booting 
Linux?  Logging of z/VM and back on?  Something in between like unmounting the 
DCSS/xip2fs, unloading dcssblk, and reloading it?
