Unfortunately not all settings are immediately obvious for everyone. The z/VM Monitor provides the detail data at VM user level. In many situations it is easier to approach the business requirement from the other end: how to ensure that everyone gets the necessary amount of resources to complete his work within SLA requirements. That really depends on your end-user and the terms in your SLA. I am tempted to say that end-users have no business to know what others got or did not get.
