It's a pretty broad subject and well beyond the patience of the
readers of the list. There's many different configuration aspects and
tuning parameters that you use to translate the business requirements
into how resources are shared (where applicable). Unfortunately not
all settings are immediately obvious for everyone.

The z/VM Monitor provides the detail data at VM user level. We use a
performance monitor that annotates the VM data with the detail Linux
(process level) data so you can answer questions about the why of
resource usage.

The VM monitor shows when a user is held back by the assigned limit
share. In many situations it is easier to approach the business
requirement from the other end: how to ensure that everyone gets the
necessary amount of resources to complete his work within SLA
requirements. Since you over commit resources, you may still run out
of resources when just half of your users takes what you allowed them
to have.

That really depends on your end-user and the terms in your SLA. I am
tempted to say that end-users have no business to know what others got
or did not get. If the SLA is in the terms of CPU usage, your
performance monitor can obviously report what they got.
