Thank's I will try that out.
I have read in the help pages for RESERVE and I see what it does, but what is 
the
major difference from just run FORMAT, what does FORMAT not do ?

??? When did that happen? You should NEVER use LDL for minidisks if you can 
avoid it (and even then, it's discouraged).

There was a period of time when DIAG250 didn't work in 64-bit, but I believe 
that has long ago been fixed.

Allocate the new disk in the directory entry for the Linux guest. Link the disk 
from another userid, and do the CMS FORMAT and RESERVE there. Then detach the 
disk from your userid, log on to the Linux guest, then #CP LINK * cuu cuu MR 
for the new minidisk. You can then bring it online and tell the diag driver to 
have at it.
