As far as I know there's nothing like YaST in RedHat, but you have the system-config-* commands that you might want to check out. They're not covering everything that YaST does but it's a little bit on the way.
About GUI for package management I don't know of any at all, but yum is very easy to use even if it's a bit different from YaST.
