I don't have any s390 rhel systems, but my rhel 5.4 x86 systems use
Network Manager. With Network Manager, resolv.conf gets generated from
the contents of /etc/sysconfig/network-scripts/ifcfg-* Does s390 rhel use
Network Manager too?

The NetworkManager packages are not available in the RHEL-5 s390x
channel. All our setups use /etc/resolv.conf for nameserver entries.
