It's /etc/login.defs where those values are defined. We don't want to change those.
Nah, that's obsolete. /etc/login.defs still exists, but it's not used by useradd in systems with pam. The actual value used by useradd is found in /etc/pam.conf nowadays.

Again, that's "methinks" ... the 'man' command is your friend!
