VM had clustering long before parallel sysplex was invented, so "catch up" doesn't really apply. A z/VM Single System Image is a new implementation of z/VM clusters that is simpler to manage and that provides the base for things like Live Guest Relocation. (z/OS can't move an address space from one sysplex member to another.) But, to be fair, it's not a contest since z/OS Sysplex and z/VM Single System Image are designed to do different things. They are both operating system clusters intended to help the availability of the widgets running on them, and there the similarity ends.
