I'm getting a little confused here because you originally asked for
GCC for SLES9 on x86_64 but the errors you report clearly mention the
s390 machine descriptor. If instead you need GCC for s390x, obviously
the reference system I/we would use would have to be completely
different than for x86_64 (or i386). The procedures should be the
same, though.

I have a reliable GCC 4.3.2 built for "s390" and "i386". (I just
re-built 40 packages over the past two or three hours using it.) The
two builds are NOT for 64-bit flavors of mainframe Linux and PC Linux.
 I don't have 64-bit because I haven't had time or inclination to
prop-up a 64-bit environment on the systems where these things get
built. You can mount whichever ISO file applies to your environment.
You should manually create symbolic links under /usr/opt. (But there
is a 'setup' script which I use which should also work.) Remember to
set your PATH variable.

        http://pb.casita.net/pub/nord/CD2-s390.iso.gz
        http://pb.casita.net/pub/nord/CD2-i386.iso.gz

The compiler is compiled to look for itself under /usr/opt/gcc-4.3.2.
You can mount the CD over /usr/opt (not a good idea) or make a
sym-link pointing to where GCC resides.

My greatest concern about running pre-built packages on your older
system is the runtime libraries required, the shared libraries. The
above are built against GLIBC 2.3.3. I believe that is what you have
in SLES 9. Is it? Not sure what other shared libs will be needed. I
generally try to minimize the shared lib reqs, but it's not practical
to bypass all of them.

I don't indulge in cross compiling, so I cannot say if either of these
will serve you in generating 64-bit objects. However, in either
environment, you should be able to invoke a 32-bit sub-shell using
's390' on the mainframe or 'linux32' on a PC. 32-bit binaries usually
run nicely on 64-bit Linux.

Enjoy!
