When the installer starts with its init process, you get the network
quiz on the line-mode 3270 console. After that quiz, the default is to
wait for a login through ssh over the network before starting the loader
which prepares the start of anaconda in turn. This is to provide a
full-screen capable terminal that can run the loader displaying a
full-screen TUI.

If you have specified RUNKS=1 in the parm file, then the installer will
directly start loader after the quiz without waiting for an ssh login.
Since this will start loader on the 3270 console, you usually also
provide "cmdline" and reference a kickstart file in the parm file. In
contrast to GUI or TUI modes, the installer will be non-interactive in
cmdline mode and only output lines without any full-screen escape
sequences on the terminal, so you can read the install progress nicely
on 3270.

If now parm file options cannot be seen by the installer, it cannot see
RUNKS=1 and needs an ssh login by default to continue installation.

Hm, so somehow the kickstart= option was seen by the installer in your
case. I suspect, the installation continues to output its progress on
the 3270 console after the loader was started and has downloaded the
kickstart file most probably because you have the "cmdline" option in
your parm file or your kickstart file. Otherwise you would get a blue
TUI in the ssh session.

That is strange. I haven't seen RHEL 5 to ask for the root password of
the install image during the network quiz on the 3270 console. Only
later during the blue TUI or the GUI, anaconda would ask for the root
password it would set in the installed system.

The root user of the install image has a null password, so it should not
ask for one. Sorry, I don't have enough details to determine what
happened here.

Independent of the actual problem here at hand, it might be safer to
specify device bus IDs in lower case hex digits, since that is what
Linux wants to interpret. The installer converts the digits to lower
case since RHEL 5.4 to ensure upper case input works as well. However,
other components such as ifcfg files might still only work with lower
case hex digits.

You don't need to specify NETWORK and BROADCAST with RHEL 5.4 any more.
If you do, they are simply ignored.
NETMASK together with IPADDR is sufficient for the installer to
automatically determine the network and broadcast address.
