I've seen this problem with Microsoft-based ftp servers before. Looks like
Microsoft don't like to follow the standards, just look at Internet Explorer
incompatibility history against W3C definition. I bet you will use an real
ftp server and it will work.

Scripture is both history, and a love letter from God.
I didn't want to come right out and say it (about Windows), but Mauro is
right. During my time in support I saw more than one case (on other
architectures as well) where using a Windows ftp server was the culprit
of this problem. I spent most of my spare time today digging around
looking for official documentation on the use of a MS ftp server. I
haven't found anything yet, which is why I only suggested trying a Linux
based server. Perhaps it is time to write said documentation :-). I can
tell you that the cases I have seen usually get further into the
process, and will usually fail while downloading random packages, giving
errors something like:
"The package <package name> cannot be opened. This is due to a missing
file or perhaps a corrupt package..."

Ideas, suggestions, anything?
Can you reproduce the issue from a Linux based ftp server?
