Maybe you have to specifically enter a boot option number with the SET
LOADDEV command?  This was sometimes needed to make the selection for the
boot menu, ex:

Ready; T=0.01/0.01 16:15:29
set loaddev bootprog 2
Ready; T=0.01/0.01 16:16:40
q loaddev
PORTNAME 50050763 00C1AFC4    LUN  57340000 00000000    BOOTPROG 2
BR_LBA   00000000 00000000

This would try to boot what would have been option 2 on the boot menu.
