You are correct. Crash will be the tool of the future and it works fine on s390. We tried to keep lcrash as long as possible working with recent kernels and for the last fiew years we used both tools in parallel. Even without lcrash, LKCD is still an issue on s390, because our SCSI dump tool currently writes in LKCD dump format (which can be also read by crash).
