Or perhaps a better question is "How did you get /etc to *mount*?"

As I recall the install programs will not allow /etc to be a mounted file
system.  This makes some sense as the file system table (fstab) is in
/etc/ - so there's a chicken-and-egg problem with /etc being specified as
a file system in /etc.

The last time we wrote about it (
http://www.vm.ibm.com/linux/dcss/ror-s11.pdf) /etc/ was R/O with only
certain files bind-mounted R/W.

The first time we wrote about it, based on the work of Rick Troth, Steve
Womer, et al, (http://www.redbooks.ibm.com/abstracts/redp4322.html) /etc/
was bind-mounted, and glancing through the paper quickly, I don't see
anything specific to umount it during shutdown.  Perhaps Rick could
elaborate.
