It may be that there is more revenue to be made from that platform. 
Selling subscription/support on a per IFL basis is not as lucrative as 
targeting the mass xSeries market.

One can assume that they are in business to make money. The non-zSeries 
markets are the easiest way to achieve this.

Isn't the real problem that the VMWare vendor(s) does a LOT of
advertising and marketing, and the z/VM vendor does not (other than
preaching to the choir)?
